About 38 percent of adult Iraqis are working. The remainder of adults are not working, either because they are unemployed (5 percent)26 or not in the labor force (57 percent). Compared to the 67 percent average for lower-middle-income (LMI) countries, or to the rates of the other MENA countries shown in Figure 5.1, 38 percent is an exceptionally low share of working population. Indeed, the share of working adults ranks second from the bottom.
